Chelsea Fined £10m and Handed Suspended Transfer Ban After Admitting 74 Historical FA Rule Breaches

Chelsea have been fined £10 million and handed a suspended two-window registration ban by The Football Association after admitting 74 historical regulatory breaches.

The sanctions follow an investigation into matters voluntarily self-reported by the club's current ownership following the takeover of Chelsea in 2022.

The FA confirmed that Chelsea admitted all 74 breaches of FA Rule E1.2, relating to football agents, intermediaries and third-party investment arrangements, before an independent Regulatory Commission. The Commission initially imposed a suspended six-point deduction in addition to the £10 million financial penalty.

However, following an appeal by the club, an independent Appeal Board overturned the suspended points deduction and instead issued a suspended registration ban covering two complete and consecutive transfer windows. The suspension will remain in place until 30 June 2027.

The £10 million fine was not subject to the appeal and will be directed towards grassroots football projects. The FA also confirmed that its investigation into potential individual misconduct connected to the case remains ongoing.

In a statement, Chelsea said the outcome brings to a close all regulatory proceedings relating to the historical matters disclosed following the club's change of ownership.

The Premier League club stated that it voluntarily reported potential historical breaches to the relevant authorities in 2022 and has cooperated fully throughout the investigation process.

Chelsea said it had worked "openly and transparently" with regulators and voluntarily provided thousands of documents during the course of the investigations.

The club also noted that settlement agreements had previously been reached with both UEFA and the Premier League regarding the same self-reported matters.

Chelsea added that the conclusion of the FA process means all regulatory proceedings involving the club have now been resolved. The club also expressed its appreciation to UEFA, the Premier League and The FA for their engagement and cooperation throughout the investigations.

The ruling concludes a significant regulatory process stemming from historical matters identified and disclosed by Chelsea's current ownership group following the 2022 takeover.
